A complaint regarding illegal parking in a handicap space led to the arrest of four individuals, three of whom were wanted, and all four are in the United States illegally.
On Monday, May 12, 2025, at around 12:35 pm, a deputy was requested to the UPS Store at 109 Ambersweet Way in Davenport, in reference to an RV parked in the handicap parking space.
Deputies made contact with the driver of the RV, 45-year old Liliana Tinichigiu (Romanian national) who identified herself with a New York license. It was discovered that Liliana had an outstanding Virginia warrant for Theft of More Than $1000 (2-counts), Conspiracy to Commit Theft, and Possession of Stolen Property with Intent to Sell.
While taking Liliana into custody for the warrant, she unsuccessfully resisted the deputy's efforts. In addition to her warrant, she was charged with resisting.
During this time, Liliana's daughter, 29-year old Samariteanca Tinichigiu (Irish national), exited the RV and impeded the deputies' investigation of her mother, even after being warned against doing so. Samariteanca was then arrested for violating the state's HALO Law, and then she too attempted but failed at resisting the deputy's efforts. It was discovered that Samariteanca was also wanted in Virginia on the same charges. She was arrested on the warrant and additionally charged with Interfering with a First Responder and Resisting.
As the women were being secured, two men walked out of a barber shop. One of the men was 19-year old Elisey Rostas Tinichigiu (Irish national). Elisey began interfering with the deputies and was warned against doing so. Due to his persistence to interfere, Elisey was told to identify himself, and he refused. Eventually, deputies were able to identify him and he was charged with Interfering with a First Responder and Resisting.
The other man who came out of the barber shop was 31-year old Viorel Otu Tanase (British national). Rather than interfere with the deputies, Viorel tried to assist by taking the 3-year old child from Liliana when she was arrested. To do so, deputies required him to show them his identification. That's when it was discovered that he too had a warrant. His warrant was out of Georgia for Felony Theft, and he was arrested.
A family member arrived to pick up the children, and the Florida Department of Children and Families was notified. ICE was also notified regarding their status here in the United States.
